Executive Chairman

Mr Lee Fook Sun is the Executive Chairman of Quann World Pte Ltd and was first appointed as a Board member in February 2018. He is also the Chairman of the Building and Construction Authority. He sits on the boards of DSO National Laboratories, SMRT Corporation Ltd and Great Eastern Holdings Limited. He is also the Corporate Advisor to Temasek International Advisors Pte Ltd.

Mr Lee was appointed Deputy CEO of Singapore Technologies Engineering Ltd in December 2014, a role he held concurrently with President of Defence Business for the ST Engineering Group. He joined Singapore Technologies Electronics Limited in December 2000 and was the President of ST Electronics from 15 August 2009 to 31 December 2016. He has been with ST Engineering Group for 17 years until he retired on 30 June 2017.

Prior to joining ST Electronics, he served in the Ministry of Defence (MINDEF) as Director of Joint Intelligence Directorate from 1996 to 2000. Over the years while serving in MINDEF and the Singapore Armed Forces, he held various positions such as the Director of Military Security Department and Assistant Chief of General Staff (Logistics). During his career in the Singapore Armed Forces, he was awarded the Public Administration Medal (Military), for the Gold and Silver categories and the SAF Long Service & Good Conduct Medal (22 years). He held the rank of Brigadier-General when he retired from active military service.

Mr Lee holds a Bachelor of Arts (Honours) and a Master of Arts (Engineering Science) from the University of Oxford (UK) and attended the Stanford University Executive Programme. He was conferred the Honorary Fellowship from the ASEAN Federation of Engineering Organisations (AFEO), in recognition of his contributions to the engineering profession and industry.

Mr Khoo Boon Hui was the Singapore Police Commissioner from 1997 to 2010 and INTERPOL President from 2008 to 2012.

Following his retirement from the Ministry of Home Affairs as its Senior Deputy Secretary in 2015, he has been appointed as a Senior Fellow of the Home Team Academy as well as Singapore’s Civil Service College.

He is also an Advisor to INTERPOL, and holds advisory and board positions in Banking, Healthcare, Security, High-Tech and Philanthropy. He is the Chairman of the Singapore Island Country Club, the Deputy Chairman of the Singapore Quality Award Governing Council and also a member of the Casino Regulatory Authority of Singapore, Singapore’s National Cybersecurity R&D Programme International Advisory Panel and the Global Commission for the Stability of Cyberspace.

He was educated at Oxford, Harvard, and Wharton.

Mr Paul Chong is President and Group CEO of Certis Group. Headquartered in Singapore, Certis is an advanced integrated security services provider with revenues of more than S$1 billion, and a global footprint across Australia, China, Hong Kong, Macau, Malaysia, Qatar and the UAE.

Mr Chong joined Certis as the founding CEO of the current privatised entity in 2004, when Certis was a statutory board of Singapore’s Ministry of Home Affairs. In under 15 years, he has grown the business more than five-fold, and has successfully diversified into new businesses to meet the changing nature of customers’ needs while strengthening the group’s core capabilities. From a single provider of auxiliary police services, Certis is now the leader in the field of advanced integrated security services. Certis has also recently become the third largest player in its industry in Australia.

Prior to joining the commercial world in 1995, Mr Chong was the Head of Joint Communications & Electronics (HJCE) of the Singapore Armed Forces (SAF). As HJCE, Paul was the most senior SAF officer responsible for designing, building, operating and protecting the SAF's critical computers and communication systems against adversaries.

Mr Chong joined SingTel in 1995 as Vice President for Consumer Sales. During his 5-year tenure at Singtel, he was credited for turning around the then loss-making Globe Telecom to become the leading mobile telecom operator in the Philippines. He was also integral to the rollout of the world’s first nationwide broadband network in Singapore.

Mr Chong left SingTel in 2000 to start his own broadband/multimedia company, before joining Commercial and Industrial Security Corporation (CISCO), the predecessor to Certis, in 2004.

He attended Cambridge University (UK) in 1982 on a Singapore Armed Forces Overseas Scholarship, graduating with Honors in Economics and Operations Research. He is also a graduate of the US Army Command & Staff College.


Paul Chong
Yeoh Keat Chuan

Mr Yeoh Keat Chuan is Managing Director, Enterprise Development Group at Temasek International. He joined Temasek in October 2017.

Mr Yeoh was previously Managing Director of the Singapore Economic Development Board (EDB). Prior to that appointment, he was the EDB’s Assistant Managing Director, overseeing a number of industry sectors as well as corporate and strategic planning. He has held several Director-level positions in the EDB since 2005, overseeing initiatives in divisions including the Americas and Biomedical Sciences Cluster.

Mr Yeoh is a Glaxo-EDB scholar who graduated with a Masters of Engineering (Chemical Engineering), from Imperial College of Science, Technology & Medicine, University of London. He attended Stanford University’s Graduate School of Business Masters in Management Science programme and graduated as a Sloan Fellow in July 2004.
